In City's struggling side of the early 1920's, there were very few players of quality playing for City, out one of the few was Joe Rowley. He moved straight into the first team in November 1922 and Kept his place throughout his time at City. He was an excellent tackler and had a footballing brain.

City were in dire financial straits in the summer of 1926 and the club offered reduced terms to all the players. Rowley rejected his contract and was snapped up by Bristol Rovers, for whom he continued to play well and amassed 68 appearances.
